Bringing together the expertise and convening power of the United Nations to work closely with national governments, private sector and civil society, the Partnership for Action on Green Economy (PAGE) provides comprehensive, coordinated and cost-effective packages of analytical, technical, and capacity services to 20 countries. Aligned with the 2030 Agenda for Sustainable Development (and SDGs related to economy, jobs, environment, and climate change), PAGE helps transform sluggish economies into drivers for growth, sustainability, and social equity.
Encouraging countries to embark on new, green economy pathways, PAGE emphasizes national ownership, supporting governments in building consensus and cementing collective commitments for the implementation of reforms that advance inclusive green economies and contribute to SDG achievement. To meet the demands of national governments, PAGE endorses transformative change via the adoption of inclusive green economy policies and practices. Reframing economic policies and practices around sustainability creates an enabling macro-economic environment. It “greens” sector projects and aligns financial regulations and markets with sustainable development planning—all crucial requirements for a smooth inclusive green economy transition.
Theory of change and strategic framework
The objectives of the Fund are ambitious when it comes to operationalizing a transformative and systemic vision for countries and the global economy. Beyond the countries PAGE currently supports, the Fund platform is used to trigger a “multiplier effect,” inspiring leaders and change-makers from around the world to revamp their economies.
Delivering transformational change relies on empowering champions of green strategies, as well as informing policy processes, financing policy action, and encouraging strong national ownership. The Fund is committed to growing and nurturing partnerships so practices and projects roll out through existing institutional and organizational channels. The eight principles that guide PAGE action prior to, and during, engagement include:
- Country ownership, with programmes shaped and driven by national ministries/provincial departments in cooperation with all relevant stakeholders.
- Programmatic and policy reform.
- Activities founded on national development plans and frameworks.
- Inter-institutional and trans-disciplinary collaboration.
- Broad stakeholder participation.
- Joint commitments from governments and PAGE partners.
- Equal exchange of information and ideas between participating countries.
- Commitment to results-based programming and allocation of efforts.
There is no one-size-fits-all solution for greening economies—each country and sector requires a tailor-made approach that speaks to unique priorities and circumstances. If priorities change and a country no longer shares the PAGE vision the Fund can shift its support to countries with a higher demand and opportunities for transformation.
